A miracle is not the suspension of natural law, but the operation of a higher law.

Yes, and I would say that true miracles occur within a context -- specifically, to prove that God is at work in or for a certain person or people, or to prove someone has truly been sent on God's behalf.

Miracles in the Bible always had this larger purpose -- they weren't just done for show. Most of what we call a "miracle" today is something that could more properly be called a fortunate or odd occurence.
